Rectal inflammation (proctitis) or dysplasia?

This isn’t the first time to post about
the same issue, regards my proctitis diagnosis. I actually have another question as I am still a bit confused.
I had a colonoscopy couple of weeks ago to show that I have mild proctitis. They took some biopsies from the rectum and I am still waiting for my appointment at the end of the week to confirm the diagnosis and take the proper medication, my question is, can they tell the difference between an inflammation and dysplasia only with the scope? I mean should the enitial diagnosis be accurate enough or still there is a possibility of dysplasia?
Also can rectal dysplasia start from nothing or it has to develop from a long term proctitis?
