Short answer: Yes.
Long Answer: Yes, just like some GERD sufferers don't actually have heartburns. As to why I don't think anyone really knows, or, they're holding onto the secret really tightly. In my opinion I think it's just a matter of how you reflux in terms of volume, frequency and time of reflux. The same way a cold usually starts with a dry or scratchy throat for a few days before the coughing comes aka it takes time to build up enough irritation/inflammation.
