You child needs to see a specialist, not a GP, NP, or pediatrician etc.
SmurphyShadow has a good list of potential causes from GERD, chronic sinusitis, cystic fibrosis, achalasia and asthma obviously. These need to evaluated NOW not when you get back to the States.
I would hope that there would be an allergist or possibly a pediatric pulmonologist at a major US military base. If so insist on a referral.
If not, then as has already been mentioned Japan has excellent medical care. You may need help finding a allergist or pulmonologist. The reason I would opt for an allergist is he/she can work up all the issues that have been discussed and others and then refer you to pediatric pulmonary, ENT, or gastroenterologist if necessary. Be sure they are Board Certified.
In other posting you have been given several options for finding the appropriate doctor in Japan.
Another source for an allergist would be to go to American Academy of Allergy, Asthma & Immunology. They will have members in Japan.

PS Common sense should discourage you from giving a 2yr old child herbal supplements. These are not approved by the FDA. They are certainly not study scientifically for safety, efficacy or drug interaction in adults and definitely not in children.
