If you have issues with toothpaste, you can try using just baking soda and then the Listerine or Act. The baking soda has been used for years and years before they even invented toothpaste. I am sensitive to toothpaste as well but I get a rash around my mouth when I use too much flouride products.
You can always go see an allergist to be sure if you do indeed have an allergy but to me it sounds like you already know you do. My daughter has bad allergic reactions to shell fish so we took her in for testing and her blood test for the shell fish came out normal. The allergist said that because she breaks out in hives, go with that instead of relying on a test that can be faulty. So if you know that you're allergic to toothpastes then go with the gut feeling.
