I've had the most success, no cure though, in keeping my allergic rhinitis under control using XLEAR Nasal Wash, a spray from a company in Utah. It can be found on-line, and I think in some health-type stores now. I don't have a problem with nasal congestion, but having used both a nasal syringe, and XLEAR, I find the XLEAR much easier to use, and very effective.
I've also just started using A. Vogel Sinus Relief, a homeopathic product that can also be found on-line or possibly stores. It says for relief of sinus symptoms. That would include congestion. In the few times I've used it, I do feel a difference.
