Leyash, hello my friend, I also went through this and it's super scary, I no longer have this problem, I learned what it was, how to get over it if it happens, and to avoid it totally before it starts, like the rest of you, I also suffer from OCD, in a health way, I'm always obsessing about something being wrong even when there isn't!
For me and hopefully for you, it was a food allergy that started it, one of the main symptoms that I had was the feeling that I couldn't get a full breath and the more I tried the worse it was, then when I wouldn't try for a good while, I could get a "full breath" in. In my case it was msg (monosodium glutamate) that started it all, apparently it would amp my anxiety up so much I would hyperventilate, when you do this, your body is literally overdosing on oxygen, the balance of oxygen to carbon dioxide is disrupted and you need to level it out and you won't feel like you need to take deep breaths anymore.. strange isn't it, the fact that you have an abundance of what you feel you need more of, causes you to make the situation worse!?
Like others are saying, breathing exercises will help a ton, and knowing that your tests at the doctor's office are all clear, makes me wonder if you aren't having the same issue I had and have if I eat MSG.
Talk to your doctor about possible food allergies, there are a lot of them, and at the same time try to get away from all forms of msg for a bit to see if it may help you, msg comes in lots of forms and names like "spice", all natural flavoring, accent, hydrolyzed and autolyzed anything, reading food labels and totally avoiding almost all out-to-eat foods, was a huge part of my life for a long while, now if I fall off the wagon here and there, it doesn't make me sick like it used to, but I go right back to not eating badly immediately after my lapse in control! So take it seriously, really avoid msg for a few weeks and see how you feel, for me it took 3-4 days to start feeling better after getting off all msg, but then I kept up with it for a long long time before testing the waters again very rarely and not over doing it.
