I've been taking a B complex for years, and have always been told that it's best to take with breakfast or if not, a mid morning snack. I don't really notice any unusual fluctuations in energy, though I've been taking it for such a long time now that my system has probably adjusted to it.
One thing, though, B vitamins may turn your urine a very bright yellow, so don't be alarmed if you see that after taking them. It's temporary and can also be reduced if you drink more water.
With the Cipralex, you should speak to your doctor. I took it briefly several years ago, and was told to take it with dinner. However, your doctor may have dosing a schedule that is more appropriate for you.
