It depends on whether the problem is congestion within the ear (inner ear, behind the eardrum) or wax build up in the outer ear.
You could try having your ears irrigated/washed out. This is a simple procedure done at the doctor's office...
...or even using an OTC, such as 'Debrox' earwax removal drops...
...however, if the issue isn't wax, but internal congestion...then only a decongestant will help.
Ask your doctor if a decongestant pill such as Sudafed (or other OTC) might work better than the Flonase.
