I am sorry to hear that your change in doctor is also bringing about changes in your regimen. I know that it is stressful to change the status quo....especially when it has been working well for you.
Your new doctor may have personal reasons for being conservative in how she prescribes, so as Hibee mentioned, seeking the advice of a P-doc will probably be your best bet. You will either get your regular course back on track...or perhaps even discuss alternatives that could be an improvement to your current management plan.
In the meantime, you may want to ask your new GP about an Rx for Vistaril/hydroxyzine. This prescription strength antihistamine is used off label for anxiety management, works similarly to a benzo and yet is not on the controlled substance list...so your doctor should have no problem in issuing it to you.
