I get exactly what you're describing. I've noticed it while I'm sitting at work staring at the screen. For me it feels as if the blood is pushing up the back of my neck and then my whole head and face feel full with pressure. It subsides quickly but it freaks me out, nonetheless.
I'm sorry I don't have a special technique to get rid of the actual sensation. I quickly jump to the conclusion that something must be medically wrong with my body but what I'm learning now through mindfulness is to just notice the sensation, breath through it, and watch it pass.
Maybe it would help to write down in a journal what you were doing while it happened, how you felt about it and your reaction to it so that later, when you reread what you wrote, maybe you'll find a pattern and cope with it better the next time?
Did you feel stress at all when talking with the loud tenant or the gardener?
