This could just be jumpy/active nerves firing from anxiety...or paresthesia which is caused by an imbalance of O2/CO2 in the blood from improper breathing. We often breathe rapidly and in a shallow manner when anxious...and this causes symptoms such as you describe...especially around the face and extremities.
Try some breathing exercises to reverse the effect. Slow deep breathing will restore your blood's ph level to normal.
