If you are just looking to strengthen and tone...then anytime is fine.
I personally like to exercise in the afternoon/evening when my metabolism and energy are better...but that is just personal preference...
If you are looking to burn fat, then in the a.m. pre-breakfast is a good choice, as your body will need to burn stored energy, rather than immediately available blood glucose from food.
