Quite often an irritated throat is caused by a nasal issue - very thin mucus dripping down the throat from the back of your sinuses (post nasal drip). That's why you feel the need to clear your throat - this thin mucus is running down your windpipe and aggravating your vocal chords. When I get this condition it is usually along with needing to blow my nose due to a very slight drippy nose. Besides just a cold, you might want to consider if something in your environment is causing the reaction, or even something you're eating.
